Try googling rampant lion red yellow black which are also the colors of Germany.   The lion definitely has a European look to it but could be US.   Also the lion is also facing right while many rampant lions are facing left.    I googled rampant lion Belgium but I don’t have the time to check them all out, there is a seemingly endless supply of them.

I don't know if my guess is accurate, but it could be related to "Japan Kennel Club".   The pictures are recent medals, but the letters "JKC" and "【本部賞】Headquarters Award" match.
