The only reference I have regarding qualifications for this award is an older copy of "The Medals Year Book" published by "The Naval & Military Press" , London, which states ..."The basic qualification for the award was 20 years' service in the ranks of the reserve forces of the Empire, excepting India. Good conduct and efficient service were also necessary for the award. ..."
