自由中国 (right to left on the patch) = Free China (perhaps from the Free China Journal)

Free China was a slogan used after 1949. As Taiwan was the only part of "China" not communist.

 

This patch is probably for something associated with Philippines and ROC alliance. Or maybe Philippines giving full support to the ROC.

 

The fleur de lis could be a slogan for the Scouts of China? It looks similar, but without the sun in the middle.

 

Edit: I noticed in the title "WWII" I would caution using this because over the last 10 years I have been collecting Chinese items, I have seen Taiwan era items listed as WWII even a few modern stuff and collector's fooled to spend a lot of money that isn't. Even when I first started, I would bid on items I thought were WWII (even though I didn't win, because I was too cheap and didn't have much money younger lol), but talking to many Chinese collectors, I have learned a lot over the years and now see the difference.
