I mean, I assume a lot of those pins on that one hat are just like anniversary or souvenir pins or something?

The first two Russian pieces look like stuff pumped out after the wall fell, to sell to tourist and collectors

Are the big double eagle hat badges Soviet or Imperial style? Or did both use the double eagle?

The double headed eagle was used by the Soviets

Double eagle used by Imperial and current Govt. Soviets used hammer and sickle
