Well, after much looking, I finally found out what this medal is! It was made in the 1920s, and was a commemorative awarded to combattants in WWI who had been under the age of 20.

 

I bought this mini medal for a doll project, but it intrigued me to know what I was going to be modifying. So, I thought I would share pics of this, as it does seem to be a bit rare. Probably one of those cases of rare supply and no demand! -grin-
