May 21, 20197 yr #2 Ah, I remember this when they listed this on the USMF Foreign militaria sale. I did a lot of research for the seller, as I was interested in this. This is actually an armband for the Belgian Communist Resistance movement. The colours are the Belgian colours, and the words are the name of the Belgian Communist Resistance group, which bears strong resemblance to a French group, but a few words make it the Communist group. Hope this helps. If you are looking for a French one, than this is not the one to get. French colours would be blue-white-red.
