Ugandan National Resistance Army beret. This would be from post Bush War (1986), but pre-1995 time period.

With how ornate the badge is, it most likely belonged to an Officer as opposed to an enlisted soldier.

Thanks for the comments, fellers. I have been unable to find what outfit in Ugandan Army wore the red beret, but I'm assuming military police due to the red color.
