Looks like a Streamer if you will, maybe used in floral arrangements, like wreaths etc.

Strange as this sounds...  It's an unofficial accoutrement for children.  The size gave it away.  I'm sure we've all seen the kids' toys from the Third Reich...  The faux helmets, the small rifles, the costume uniforms, et cetera.  That's what it looks like to me. "Patches" might be correct.  Something from a funeral arrangement or celebratory presentation.
