We suspect it is a Hapsburg eagle, somewhat crude and lacking certain details, purpose unknown.

The pin fastener is reminiscent of modern fashion, the shield area is missing what could be an enamel or other type of Wappen representing a certain region, the eagle shown does not have a sword, or the double crowns, (Imperial Russian)? there isn't any hallmark indicating any gold value, odd piece..
