I don't know what they are, but the insignia looks very similar to the Italian Bersaglieri.

You are correct. Because there is no number, I would say they are regimental level and  They are for officer.

These are a nice example of officer epaulettes of Bersaglieri for dress uniform.

There's no number on it, the regiment number is on the Bersaglieri hat (Moretto).
