March 7, 20215 yr #7 They are Russian and they are real except they were made up after the fall of communism using old Soviet pins and hats that were not used by the Russian Federation and sold to tourist. Basically a novelty item worth the sum of the parts but if you remove the pins you will find the hat has so many holes left in it that it is worthless.
