The back says...” DESTAD MAESEYCK

                                        AAN

front has a Lion attacking an Eagle and says..”LEO AQUILAM VIGIT”

Could it be from the Netherlands?

The reserve says: the city of Maaseik to their combattants 1914 - 1918.

 

Maaseik is a small city in Belgium, close to the Dutch border. 

This medal was given by the city council to the inhabitants who fought in WW1 as a toké of appreciation. It is not an official Belgian award.
