What do I have here?  Is this a British Indian army item?  Is that a poorly stamped British broad arrow?  Any opinions, or comment will be appreciated

It looks like an Indian Army pattern Kukri, the broad arrow (it seems struck with a rightside bias) with India underneath is correct for this type; I believe it was made prior to 1948.
