It's a civilian address book with space for phone numbers, area code in parentheses. Whether WW2 or post WW2 I cannot say.

Thanks for the info. Do you know what is written on the back of the case/pouch? There are two Japanese characters there that you can see in the photos.

Sorry to say but I don't think the writing on the pouch is Japanese, it appears to be gibberish. Likewise the writing on the cover of the booklet.
