Had a good size group of cloth German insignia come in this week and this burlap armband was it.

 

Looks like some sort of German style dogtag is sewn to it.

Unsure about the "L" yet but KDTR coud be the abrevation for "Kommandantur" (garrison HQ). There was a German Imperial Kdtr in LUETTICH (Liège), Belgium during WW I. CHARLEROI is a city about 100 km west of Liège. Looks like a badge on a brassard to me.
