Opinions please. Looks to be missing a snap hook but otherwise construction & material seems good to me..but I've been wrong once or five time.

I like the re enforced construction of your pennant.  It appears to be made to withstand heavy use over a long period of time.  Personally, I don't see any red flags.

 

Here are a couple of German Police vehicle pennants that were made for only a few days use during a Polizei motorcycle / auto long distance race called a star race.  Not sewn as robustly as your but made in the same vein.
