Can anyone ID this post card size card?

 

Form No. 259,  There is a namre and a date of 1877 on the front. On the back there is a date 26 June 1899, Berlin, 45. Polizei-Rebier

I can translate the words but they don´t make any sence for me. It´s for sure a certification for a needlewoman Elisa ... and has something to do with payments for an insurance. I also don´t know why it is stamped by 45. Polizei Revier (45th police precinct).
