is this legit?  Is this a regular flag or one for a vehicle?

Looks good to me.

Seems fine to me, too. Although I do not quite know what to make of the hand sewn appearing alteration (in black thread) along the white edge. A later repair of some sort? Maybe it was cut off of whatever it was originally attached to?

 

This sort of flag, based on its shape, is called a Wimpel in German (meaning pennant). They were used on certain vehicles, as decorations in a string of them, etc.

Having the size would be helpful
