Help with leather strap on Russian/Soviet tanker helmet

A couple of days ago, I got a TSh-4M tanker helmet in the mail - a newer type judging by the six ridges on top and the padding over the earphones - and one thing that's got me confused is this leather strap on the helmet with two bulges on either end (radio components, perhaps?). My question is: does this leather strap go under my chin or behind the neck?

Under the chin mate. They're throat mics for communication with the tank.
