This here is a real tough one for me. I have never personally seen one of these before and have no honest idea of what it is worth. It is supposed to be an administrative flag form before the war. I know that there were many different administrative branches and offices during the Reich. Looks like a regular flag with fringe.

It could be an early static swaz unit flag  where the corner patches were removed to a newer "mobile" style banner.
