A good evening to all! I recently picked up this RPPC and was wondering what exactly I had in my hands. Is he from an regiment if infantry of the MVSN? A Political Officer? Try as I might, I could not find a similar insignia anywhere on the internet.

 

I can only translate the last two lines which read something like "...III Company(?) Caserma Ferdinando di Savoia, Rome Italy".
