Doesn’t look like the core fit too well.

Possibilities:

1) completely genuine, with manufacturer's defects?

2) core is original 1870, but frame has been replaced/repaired?

3) replaced/reworked/"put-together" with original parts, and not by manufacturer?

 

If you look at the web-site (listed under Source), there are 24 images of this three - place medal bar.  The bar itself looks good, and appropriate for the time period it represents.  1870 Iron Crosses are rare.
