This jacket is worn by the IJN pilot candidates called "海軍飛行予科練習生" or "予科練" = Yokaren.

 

There are several isomorphic types, and this type is called the third type.

 

In the IJN at the time, pilots were not necessarily officers.

Since Yokaren graduates are appointed to NCOs, there were few applicants in the early days, and it is said that this uniform was adopted to attract young people.
