Uniformed man photo from 1939 taken in Prague. Any ideas on the uniform type?

Came across this photo yesterday and it appears to be dated April 5th 1939 (my best guess) and I have located the photography shop to Prague during that time.  The question is the uniform.  Obviously the Germans had overrun the place by that point and I wouldn't imagine there would be any Czech soldiers still casually going to get photos made around town.  Is this a German uniform of some sort or possibly a Czech civilian service uniform?  Any help would be appreciated.

The wings look similar to the Polish ones, the cap has that braded chin strap common to some Czech Officer Caps, the Cap Badge, unfamiliar, dunno, maybe a exile in Poland in 39, an Air Cadet??? Then there's trying to account for the Prague paper it's on.

But if you note the Wings on the one being worn are Outstretched, there's the puzzle, as the Polish ones are Downstretched
