I'm told these are from the Sjoforsvaret (sea defence or Navy).  They closely resemble our own US Explosive Ordnance Disposal (EOD) basic and senior badges.  As I'm a retired EOD tech myself, I'm always on the lookout for EOD or Bomb Disposal stuff.

The ones with a star is for improvised explosive device demolition/ IEDD

Interesting but kind of fits.  It is like our Senior EOD badge.  Only senior EOD operators / technicians are authorized to operate as the number 1 on IEDs in our forces.  There were two Norwegian officers in a staff IED officer course I attended in the UK in the 80s.  Both said they were reservists and neither wore any distinctive EOD / IED badge on their uniform so I wonder if these are more recent badges.

The one with a star is kind of senior and are based on the US badge. I believe these appeared in 2008 or so and I don't think any similar badges were used in the 1980s
