Wehrmacht Service Medal(s) Question.

I found this:

"...Mit dieser Regelung war die rückwirkende Anrechnung für die Dienstauszeichnung eingeleitet, so dass bis zum 8. Mai 1945, auch die Dienstauszeichnung der Sonderklasse für 40-jähriges Dienstverhältnis verliehen worden ist. Ab Frühjahr 1940 wurde die Verleihung der Dienstauszeichnung "bis Kriegsende" zurückgestellt. Es gab dennoch vereinzelte Verleihungen der Sonderstufe noch im Spätsommer 1941, zum Beispiel an Generalleutnant Franz Barckhausen (Chef d. Wehrwirtschafts- & Rüstungsstabes Frankreich) am 4. September 1941. Die Dienstauszeichnung verblieb den Hinterbliebenen im Todesfall des Beliehenen."

It roughly translates into English:

"...This regulation established retroactive recognition for the service award, so that until May 8, 1945, the special class service medal was awarded for 40 years of service. From the spring of 1940, the awarding of the service medal was postponed “until the end of the war”. However, there were isolated awards of the special level in late summer 1941, for example to Lieutenant General Franz Barckhausen (Chief of the Military Economics and Armaments Staff in France) on September 4, 1941. The service medal remained with the surviving dependents in the event of the recipient's death."

My question is, were Wehrmacht service medals/crosses basically "suspended" and not awarded after Spring 1940?  I haven't seen an Urkunde for any of the service awards dated past 1939.  Is this a reference to the suspension of award of the "special (40 years) class" until the end of the war?
