still going thought a lot of material from an inherited collection, found this among some other Japanese flags from WWII anyone have an ID on it.

This flag probably has little to do with the military.
By the way, the upper and lower directions are reversed.

The word is the slogan of Ube City【宇部市】, a local government in JP.
