Hmm I think some clearer photos would help out, it’s kind of dark and hard to tell.

Not my field of expertise but I have seen a number of these documents.

The ones I have seen always included the rank, first and last name of the recipient. In this case I can´t see any rank and can´t decipher the first name. I also can´t see any signature. Have you noticed the typing error in the Lw stamp? "Oberkommando" is written incorrectly with one "m".

Well....that stinks. I did not even notice the misspelling... Oh well. I did not spend much. Thanks for all with the input.

Good Eye PK, I had one of the same documents I got in the 1980's.  The Paper is wrong for the time period, and it appeared to be a photocopy rather than a printing.   It had the same misspelling on the stamp... I thought a Luftwaffe stamp would have a Luftwaffe eagle and not a Heer eagle (documents are not my area).
