Seeking assistance identifying "Argentine Sailors" postcard

I acquire boxes of postcards from estate sales, auctions, and other places.  I have one that I can't find anything about.  It is marked Argentine Sailors and shows uniformed men carrying rifles, accompanied by a few men carrying drums.

 

Google couldn't identify the background buildings.

 

Based on the postcard style, it likely dates from 1900s-1930s.

 

I would be grateful for whatever information someone might provide.
