Think its a officer but not sure

Luftwaffe Sargent, with looks like a flight personnel trade badge,  a DRL sports badge and IC ribbon bar. No not an officer..

He's an NCO.

 

I judged by the silver lines on his collar and epaulettes.

 

If he were commissioned officer, his cap chin strap and collar insignia trim would be silver.

Maybe it's just a side note, but let me add that the collar badge is for non-combatant officers.

 

This type is worn by officers in the legal and accounting departments.

Just out of curiosity, I don't collect TR tunics but what kind of tunic is he wearing, I don't see any upper pockets.
