Shot in the Dark Question about ARVN ID card

I recently obtained an early 1970's ARVN military ID card and was puzzled that there was looks like red wax numbers written on the card's exterior.  I've also seen this from time to time on other cards.  Does anyone know if there is any significance to the these numbers?  I know it's a "shot in the dark" but I thought someone might now.
