Japanese Flag

Purchased a group of Japanese flags today and I think this was the best one.  Using Google lens it appears the name of the veteran is in the upper right?  Lots of names at the bottom and left.  Beautiful artwork also.  Would this have been a wartime flag or a post war souvenir?  Thanks for any help in advance.

Some very nice flags.

I think it's a very good item.

 

I have never seen the flag at the top.

The type you often see is the name of a soldier serving in the military, but this one has the name of an officer written on it.

 

His rank is also unusual: a technical captain in the IJN

The comment next to Mt. Fuji in the lower left was written by a Navy technical LT.

 

I think the red flag at the bottom may have been used in a ceremony to celebrate 60 years old, called "Kan-Reki【還暦】".
