Thanks Fred...Ok, so what kind of stuff needs a lead seal?

The Germans like to use string and seals on registered packages to this day, for example when I used to order collector coins from the mint agency the boxes all came with lead sealed strings as late as the 1990's.

I am so glad you posted these...

 

20 years ago I was in an antique store that had a GI's photo album he was parting out. In the back there were several trophies, of which I only remember 3. A KVKII, a 1st pattern political eagle (which I bought), and one of these. It was ugly but it captivated me, and the owner knew it and kept raising the price. Feeling I was being taken advantage of for being a kid, I didn't buy it. For 20 years I have wondered what it was...I was never able to accurately described it as it didn't have the string. Now, I finally know
