French Shoulder Boards Assistance

Hi Folks:  When I attended a French flea market…I bought these in a box French shoulder boards….red with bullion twist and material.  What are they for Army, Infantry or artillery?  Rank? Period?

French Army epaulete de tradition, worn when in parade dress. These ones are for a senior N.C.O. 
The gold lace seems to be parade chin straps.
