like to get opinions on the attached, particularly the 'badge' with the medals....

I have no idea what it is but the central figure is Mary holding baby Jesus.  The word combination of VIRGA HASSELT JESSE has to do with a statue of Virga Jesse (Mary holding baby Jesus) inside of a church in Hasselt, Belgium.  The wording ORA PRO NORIS is Latin for Pray for Us.   I can't figure out what the numerals 13 and 14 mean.
