Help identify Australian Hat Badge

This is very similar to the Australian hat badge with the exception of the middle. Is this a novelty item? Please help identify. It was made in Taiwan (identified on back).

They put these on slouch hats and sell them to tourist...Novelty for sure

It's of the type used for civilian market slouch hats, also known as digger hats, which are an iconic part of Australian uniforms. Not military.
