Zinc Political belt buckle gold

I have this political leader belt buckle.

I have seen an unissued version where the actual buckle is not gold but the belt loop is like mine but some people have said there were all gold and the one I found has lost it’s gold even though unissued.

 

What is the consensus here? Did they only make all gold versions? 
 

I know it’s genuine but curious if it’s lost it’s gold or was always like this.
