I thought that also but the loop at top is different and the bottom does not seem to be cut.

What makes you think they are scabbards? They look more pins to hold something together or to tie off something in the loop on the end.

They were included in with a collection of bayonets.

These appear to be tubular ice pitons used for glacier climbing. We used these in Alaska during glacier training.
