South Korean Field Jacket Insignia Question

Received this field jacket from a 'picker' friend.  No information for the jacket.

 

I have checked several on-line sources to determine the rank insignia configuration and have not found anything like it.  Any information or suggested reference is appreciated.

Mr. Bushido

Emblem on the chest represents the entire Korean military.

Letters are "for military use".

 

Rank insignia was used only for about 1970s〜80s.
The class is "상사=Master Sergeant".

 

Based on the above, the year of manufacture of the jacket makes sense.

 

However, I am baffled that the rank of the jacket is NCO, even though it says it's for officers.
