Looks to be military issue with the mum on the bottom, but would like any help if military and era. Thanks Ken

I looked it up, but I couldn't find any detailed information.

It seems that similar products were sold at the following URL in the past.

 

The black box says "Artiller".

 

In addition, the metal plate says "CONTINUITY CHECK DEVICE Type 2" and appears to be a device that checks whether the electrical circuit is normal or not.

 

The actual way to use it is to turn the handle and read the meter reading.
