July 1945 , 4th anniversary of the China Incident Donation Department of ARMY" It looks like the postcards have been used up. Looking at this, I think it is related to soldiers who participated in the battles in China. I think you mistyped. It is July 1941, not 1945. But it does seem to be China related. The cover has a Japanese soldier approaching what looks like a mainland Asia style city wall entrance. Also, looks to be a mix of photos but some seem consistent with China, judging from winter uniforms and what little can be seen of the background.
