 I would appreciate any help with information on this small Rising Sun Flag.  Especially the kanji

This flag is probably a souvenir related to the IJN battleship "Mikasa" park.

 

The Hiragana characters are written as "【みかさ】Mi-Ka-Sa".

 

I have seen souvenirs of this type before.
