There are a number of the same online with the vague description of Brazilian military but my opinion is it's a fantasy brooch. it is similar to the Brazilian Air Force cap badge at this link https://airandspace.si.edu/collection-objects/badge-cap-officer-brazilian-air-force/nasm_A19950890000 Could be wrong and would be interested in other points of view.
