Czech Uniform? Picture from 1939 possibly.

I purchased this photo along with some other items from the late 30s-early 40s and can't place the uniform that is being worn by the fellow.  The photo appears to be from a photographer shop in Prague as I have found record of it.  I'm guessing the 5 IV 39 is the date and would either be 5th of April 1939 or May 4th 1939.  Germany had taken the country by that point, but I can't place this uniform or decorations from the hat or coat.  Any ideas?

I think this is a Czech aviator.  The photo shop was located in Praha.
